Eligibility Criteria
For Key Experts
- Team Leader: Bachelor’s degree in Electrical Engineering with 15+ years of experience in designing and managing substations and transmission lines of 220kV or higher. At least 5 years must be in Project Management Consultancy (PMC). Experience with international donors and large-scale projects (over $100 million) is essential.
- Substation Expert: Graduate in Electrical Engineering with a minimum of 15 years’ involvement in both Air and Gas Insulated Substations. Knowledge of the latest industry tools and PMC experience on foreign-funded projects is a plus.
- Transmission Line Engineer: Degree in Electrical or Mechanical Engineering with 10 years of experience in 220kV+ transmission line design and supervision. Hands-on exposure to conductor stringing, complex tower erections, and river-crossing foundations is desirable.
- Procurement and Contract Expert: Postgraduate in Engineering with 10 years in procurement and contract oversight, especially within donor-funded projects. Familiarity with procurement guidelines of multilateral institutions is expected.
- Civil Engineering Expert: Bachelor’s or higher degree in Civil Engineering with 10 years’ experience in civil foundations for substations and transmission lines. Skills in AutoCAD and deep understanding of foundation types like pile and well foundations are needed.
For Non-Key Experts
- Senior Environmental Consultant: Postgraduate in Environmental Science/Engineering with at least 10 years in Environmental Impact Assessments and Management Plans for infrastructure projects. Should have experience with national regulations and multilateral development banks’ policies.
- Senior Social Consultant: Master’s degree in Social Sciences or equivalent with 10 years of work in social assessments, rehabilitation plans, and stakeholder engagement for large-scale infrastructure projects. Familiarity with government and MDB standards is crucial.
- Substation Engineers: Bachelor’s degree in Electrical Engineering and at least 10 years of experience in substation project execution (minimum 220kV), with 3+ years in PMC roles.
- OHS Officer: Degree or postgraduate diploma in Occupational Health/Safety/Industrial Safety or related field with 5+ years of relevant experience. Practical knowledge of MDB safety standards is essential.
- SCADA/OPGW Engineer: Graduate in Electronics, Communication, or related engineering field with 10 years’ experience in OPGW systems. Must have experience working under live-line conditions and river-crossing installations.
- Structural Engineer: Graduate in Civil/Structural Engineering with 10 years in structural analysis and design of components used in high-voltage power projects. Proficiency in structural analysis tools is required.
- Financial Expert: Master’s degree in Finance, Commerce, MBA, or ICWA with at least 10 years of experience in financial modelling and analysis, especially in the public sector. Knowledge of project finance for power infrastructure is an advantage.
For Support Staff
- Applicants must hold a relevant degree or diploma with 2 to 5 years of practical experience in the applied discipline.
Age Limit

Selection Process
