B. Essential Qualifications and Experience
1. Holding Analogous Post
- The applicant should be holding an analogous post on a regular basis in the parent cadre or department.
2. Educational Qualification and Field Experience (any one of the following)
Option 1:
- Bachelor’s degree in Fishery Science (Nautical Science) from a recognized university or institute.
- Five years’ experience in the field of fisheries onboard a fishing vessel or in fisheries development activities.
Option 2:
- Five years’ experience onboard a fishing vessel in seamanship/navigation-related roles.
3. Training Experience
- Two years’ experience in imparting training in Seamanship or Navigation.
C. Age Limit
- The maximum age limit for appointment on deputation (including short-term contract) is not exceeding 56 years as on the closing date of receipt of applications.
D. Additional Notes
- Departmental officers eligible for direct promotion from the feeder category cannot apply through deputation.
- Deputationists are not eligible for promotion.
- The three-year limit applies to all deputation service combined, including previous assignments in other departments.
Pay Scale and Allowances
- The post is placed at Level 11 of the 7th Central Pay Commission Pay Matrix:
- Basic Pay: ₹67,700 – ₹2,08,700 per month.
- Other benefits and allowances will be applicable as per Government of India rules.
The appointed officer’s compensation will be governed by DoPT’s (Pay II) notification dated 17.06.2010 and all subsequent revisions.
Selection Process
The selection will be done on the basis of deputation (including short-term contract). There will be no direct recruitment or written test.
Key stages involved:
- Screening of Applications – The selection committee will examine attested ACR/APAR documents covering the most recent five-year period.
- Scrutiny of ACRs/APARs – Notarized copies of Annual Confidential Reports (ACRs)/Annual Performance Assessment Reports (APARs) for the preceding five years shall be thoroughly examined.
- Vigilance Clearance and Integrity Certificate – Required from the current employer.
- Final Selection – Based on eligibility fulfillment, service record, and recommendation of the screening committee.
