Eligibility Criteria

Applicants must meet the following criteria to be eligible for re-engagement in the Civil Engineering Department:

a) General Eligibility:

  • Only retired non-gazetted railway staff are eligible to apply.
  • The applicant must be medically fit in the appropriate category as per the post requirements.
  • The applicant must not have been covered under the Safety Related Retirement Scheme (LARSGESS) and should not have been compulsorily retired, removed, or dismissed from service.
  • The applicant must have at least a “Good” grading in the last 5 years of their Annual Performance Appraisal Reports (APARs).

b) Post-Specific Eligibility:

  • Instructor/Works, Instructor/P.Way, Instructor/Design:
    • Retired Senior Section Engineers (SSE) and Junior Engineers (JE) with a minimum of 3 years of service in the respective categories.
    • Knowledge of computer applications, AutoCAD, and proficiency in Hindi is desirable.
    • A degree in Civil Engineering is preferable for these positions.
  • Junior Engineer (JE)/Works & Drawing & Design:
    • Retired JE staff in the respective categories with experience in engineering functions.

Age Limit

The maximum age for re-engagement is 65 years. Applicants should ensure that they are below this age at the time of re-engagement.

Remuneration and Allowances

The remuneration for the re-engaged staff will be based on the following structure:

  • Fixed Monthly Remuneration: The fixed amount will be calculated by deducting the basic pension from the pay drawn at the time of retirement. This remuneration will remain unchanged throughout the term of re-engagement.
  • No Increment/DA/HRA: No increments, Dearness Allowance (DA), or House Rent Allowance (HRA) will be provided during the re-engagement period.
  • Transport Allowance: A fixed transport allowance will be provided to cover commuting expenses between the residence and the workplace, based on the rate applicable at the time of retirement.
  • Leave Entitlement: Re-engaged staff will be entitled to 1.5 days of paid leave for each completed month of service. Accumulation of leave beyond a calendar year will not be allowed.
  • TA/DA for Official Travel: If re-engaged staff is required to travel for official duties, they will be entitled to TA/DA as per their entitlement at the time of retirement.

Tenure of Re-engagement

The re-engagement will be for an initial period of one year or until further orders, whichever is earlier. Based on satisfactory performance, the tenure may be extended for an additional period of one year or until the individual reaches the age of 65 years, whichever occurs first.

The scheme will be valid for an initial period of two years or until further orders are issued. Re-engaged staff will be discharged once selected candidates from RRB/RRC join the respective positions.

c) Rejection Criteria:

Applications will be deemed invalid if:

  • They are unsigned.
  • They do not have the latest photograph affixed.
  • Required documents (e.g., Service Certificate, Last Pay Slip, Pension Payment Order) are missing.

Selection Process

The selection of candidates will be based on the scrutiny of applications, verification of documents, and medical fitness. Only those candidates who meet all the eligibility requirements and submit the complete set of documents will be considered for the next stages of the selection process.
